Repeated concentric patterns with contrasted hues cause many peoples' visual systems to "see" the presence of motion where there is none! If you focus at the center of the picture, the circular patterns will expand and rotate (to enhance the effect move your head forward and back from the screen).
This picture may also induce hypnagogic state (mildly hallucinogenic state / altered state of consciousness). In fact, such pictures are used in therapy to get wake induced lucid dreams or to simply enter into a meditative state.
